Stuck Lock
Every terraform command fails with "Error acquiring the state lock". Find out who holds it, make sure nobody is really applying, release it and ship the pending change.

The shop team must switch on checkout_v2 today, but every terraform plan and apply in
/root/shop-infra stops with Error acquiring the state lock. The CI runner that ran last
night's apply is gone.
