A tidy-up pull request renamed two resources. Now the plan wants to delete and recreate the payment service's config files. Make the rename a move, with zero destroys.

A colleague merged "rename resources to match our naming guide" and went on holiday. terraform plan in /root/shop-infra now wants to destroy files that the payment service reads every second. While a file is missing, payments fail. The freeze rule: no plan with a destroy.
