Port Squatter
The new docs site cannot start because something already sits on port 8080, and killing it only works for a second.
Practises the module Linux System Administration and Networking.

TICKET OPS-2340: docs v2 won't start
/etc/init.d/docs start says Address already in use and
http://127.0.0.1:8080/ still serves the old docs v1 page from a debug server
someone ran months ago.
