The deploy of parcels-api 3.1 "went out fine", yet the API is dead. The init script and the app both refuse to start with errors that make no sense at first.

INCIDENT: parcels-api down after Friday deploy

The release 3.1 was copied from a developer laptop at 17:55. Since then /etc/init.d/parcels start prints a strange "not found" error and http://127.0.0.1:8081/health does not answer.
